Article I - Creed and Covenant

Section 1: The United Council is a Utopian alliance created of a shared ideal. The purpose of the United Council is to create an environment in which Utopians with a righteous mind and good-natured spirit are able to convene and unite under a common banner and theme. Our creed is brotherhood, honor, power.

Section 2: The United Council as a whole pledges to serve all its members to its full capacity. They shall be the ruling voice of the government and military authority. The people shall never be denied the right to initiate recalls for political or military officials or initiatives for legislation. It is hereby sworn by the United Council that military, diplomatic, and personal assistance will be offered to any member in good standing among us.

Section 3: Every member of the United Council has a solemn duty to protect the interests of the United Council in any situation. The ONLY entity which shall take precedence over the United Council is a member's kingdom. Furthermore, every member is expected to assist their allies and brothers in the United Council whenever justifiable and possible. Every member, before joining the United Council, shall read and understand their obligation as a member.


Article II – High Command and Military Structure

Section 1: All members of the United Council will receive a military rank, in direct correspondance to their position level. The military rank is the true determinant of the hierarchy – not the member list or the way the position sounds.

Section 2: The President-General will serve as titular co-leader with the Commander-in-Chief. The President-General will concentrate on political affairs, diplomacy, and politics within the alliance. The Commander-in-Chief is responsible for the entire military and, therefore, also claims command of the entire empire. These two positions may be filled by one person.

Section 3: The Vice-President will serve as second-in-command of the empire, and the Chief-of-Staff as executive officer of the military. Their tasks will be determined by their respective superiors, or as detailed below, by a majority vote of the General Staff. The Chief-of-Staff is the Combined Military Commander, and will lead the UC armies to efficiency. Should the Division Commander feel the need to consult a person of higher rank, the Chief-of-Staff has complete authority over matters of the military.

Section 4: An infantry division will be maintained at all times. A General, appointed by the Commander-in-Chief and the Chief-of-Staff, will command this division. It is the duty of said General to organize his division in any manner he sees fit and to continually evaluate the strength and readiness of his division.


Article III – Honor and Assistance

A level of honor and civility is expected from every member in their Utopian dealings. Every member represents the United Council and should therefore make a concerted effort to represent our ideals and goals. However, it is recognized that sometimes conflicts arise that require alliance assistance, regardless of the honor enacted by our members. In such a case, the following will occur, in the following order:

Diplomatic Olive Branch: An attempt to keep the peace will be extended to the aggressive, or defensive, party. We will set reasonable demands and these will be negotiated by the Foreign Council.

Secondary War Condition: The Commander-in-Chief will be notified of possible war, who in turn will notify the proper General.. This gives the army time to prepare a contingent of infantry strong enough to handle the situation, and evaluate strategies as well as obtain information. It is in this stage that the General is required to report our army’s inability to handle the situation.

Primary War Condition: War is declared on the aggressing party, or alliance. At this stage, all preparations have been made for such war and the Division Commander has issued assurance of victory. Primary War Condition may be referred to as DefCon1 or Alliance War. Such a case is described in more detail below.

Any member discovered violating these protocol will be reviewed by a select panel for demotion.


Article IV - Primary War Condition

Section 1 (Participation): Every member of the alliance, from President to Cadet, is expected to participate if Primary War Condition is declared. The entire alliance will be geared at destroying the enemy alliance. The military command will delegate orders through the proper chain of command, and these orders are expected to be followed. If a member absolutely cannot follow an order, it is expected that a reason be given and proper peaceful protest thus issued.

Section 2 (Strategy): During Alliance War, The Commander-in-Chief, the Chief-of-Staff, the Vice-President, the Division Commanders, their respective adjutants, and the Strategic Analysts, will form the War Council. This council will develop the strategy to be executed or delegated by the Division commanders.


Article V – Promotion and Demotion

Section 1 (Promotions): Military promotions are to be processed and executed by the Division Commander, with approval from the Vice-President or Commander-in-Chief. All other promotions will be processed by the member’s direct superior. Demotions must be either by direct order of the President-General or Commander-in-Chief, or through recommendation of a Colonel or above.

Section 2 (Absence): In the case of an unexplained absence from the United Council for any extended period of time, returning members will be demoted to the rank of Cadet and returning officers will be demoted to the rank of 2nd Lieutenant. A one month probationary period will then follow during which the said member will be monitored by the command staff. After discussing the performance of the member with the command staff, the Chief-of-Staff, Commander-in-Chief and President-General will together decide whether the member will remain at his current rank, or be promoted to whatever rank they see fit. If after the probationary period a decision cannot be reached, the President-General, Commander-in-Chief and Chief-of-Staff can extend the probationary period for an additional two weeks, after which they will consult again.


Article VI - Amendment

Amending the constitution will require a vote and debate of all members ranked Colonel or above and also must be ratified by majority vote of the people.
